Obama's "Blueprint For Change" pdf from his site?

I'm reading this and am kinda confused. It says he'll pull the troops out of Iraq. Yet he wants to increase the size of the military by over 100,000 troops and give them new equipment, armor, training, and skills like language training. What's that about? Sounds like he's gearing up for war somewhere. Judging from the "language training", he may already have an idea where. Maybe he wants to go to Iran? Or Darfur for Blackhawk Down Part 2? Anybody know?
