My husband got a ticket!?

Okay, my husband just called me when he got to work to tell me that he got a ticket for not having insurance. He told the police officer that he has insurance but he just does not have the insurance card. We live in Texas and I know for a fact that the police officer could have just looked it up bc we have this new system or program called texure vehicle insurance verification where law enforcement can search by a drivers license plate numbers to make sure they have insurance....I know because one time a cop looked mine up to make sure I had insurance when I did not have my card. He originally pulled my husband over for not completely stopping at a red light to make a right turn(right on red) and gave him a ticket for that AND the uninsured thing. What is up with that? Is it safe to say that the police officer was just being lazy and did not want to look it up?
