Is it safe to brush your teeth with rubbing alcohol?

Vogue magazine says it's good to brush your teeth and gargle your mouth with rubbing alcohol once in a while to whiten your teeth. Can you soak your toothbrush in rubbing alcohol and just brush your teeth after or would you have to mix it with a bit of water? Is it safe to gargle? I usually use rubbing alcohol to scrub the floor in my room so it's odd to put it in my mouth, but Vogue is obviously a very professional magazine and they're never wrong. They say that once you turn 25, you can't have good skin, hair, or teeth if you're not a millionaire, so I'll try my best to keep what I have looking nice, although I'm getting older and I'll be 25 before I know it.
